I got one for my wife (who obviously wasn't my wife yet). Wasn't really needed, but I wasn't set on getting an engagement band yet so I bought a less expensive solitare and called it a promise ring. About eight months later I proposed with the real thing and got married 1 year and 2 days ago.

You can use it as a sign of commitment but its certainly not to the level of an engagement. However, if you do give her one, you better believe she is going to expect the real thing in short order.
