O rings are made of rubber in the shape of a ring and usually seal out a liquid or air. Piston rings are metal rings that fit in grooves around each of the pistons in an engine. Piston rings, if they are not worn, maintain a good seal in the cylinder to allow your engine achieve good compression.

If the oil that you are refering to is on the insulator side of the spark plug, then the rubber o ring that slips on the spark plug tube has probably dry-rotted and begun to leak. This rubber o ring is located between the spark plug tube and valve cover. These are usually changed when you replace the valve cover gaskets.

the oil is on the side that fires, it is all on the threads of the sparkplug

I'm not sure but I do know that when I take the plug out it is all on the threads. None is on the porcelain part. But when i stick the socket in it usually is all over it too. The sparkplugs get fouled out every couple of days. Usually I can not go a week without changing them twice
