2002 Cougar CD says initializing but can't load CD

I have a 2002 Cougar and my 6 CD indash player keep saying initializing. The radio works but I can't load, eject or any thing with the cd. I just purchased one off of ebay and it says and does the same thing. It can't be the cd player because the radio works on both of them and they both says "Initializing" and won't let me load or anything.

I'm not able to put any cd in the system. when I press load, it says "Initializing". When I press eject, it says disc full even though no disc is in the system. I have two of the same 6 disc player but both of them does the exact same thing.

I tried disconnecting the battery, disconnected the cd player but the same thing happens. I'm not sure what else to do.
