1995 Grand Prix - Needles jump oddly - Intermittent start

OK - more mysteries with my daughter's 1995 Grand Prix.

Sometimes when turning key, it takes 5 or so seconds for connection to be made. (Silent for a minute, like dead battery)

Then (sometimes) the speedometer and tach needles will jump erratically while the car struggles to start - and then does.

Sound like anything in particular?

Check battery connections.....

Check for codes......

Does key have resistor pellet?

Possible ignition switch problem......

Bypassed VATS system with in-line resistor . . . did it recently, could cause a delay sometimes?

Incidentally, the needles acted funny and had troublesome starts before VATS bypass. (two separate issues, I believe)
