Rear Power Hatch Won't Open

I have a 2005 Pacifica. The rear hatch opens and closes fine manually and the power latch works fine. However, the liftgate power open or power close does not work. It does not work with the key fob or with the interior switch. I checked the fuses and relays plus had a OBD scanner check. The system does not have any fault codes stored and the fuses are fine. Any suggestions? it is possible the power liftgate motor is defective ?
