89 blazer s10 fuse problem

the lighter and back window wont work on my 89 blazer s10, i have checked the fuses with a test light and 2 of the fuse slots (one is 5 amp the other is 3amp) have no power to them even with the key on. Im not sure what amp the lighter fuse is but i thinks it must be 20 at least. or are they on the same fuse?

Yes same fuse.

20 AMP Horn/Dim fuse.

Does dome light and glove box light work?
They are on same fuse.
