no power to fuel pump relay

friend of mine has a no start situation,2003 f150, checked power to fuel pump,nothing,relay does not click,swaped it,it clicks in new location,fuel pump fuse has power but fuel pump relay fuse does not have power,he has a load of keys on his key chain,could it be the ignition,or the pcm,or something else,checked inertia switch no power there either

is the engine turning over ? or is it not doing anything but going click......
