99 PA Ultra. Fluid in inner tie rod boots???

I'm in the process of changing my right side inner and outer tie rods and all is going smoothly for once in my life. Did the left side a couple years ago so this time it has been a breeze. Anyway's, after taking the boot for the inner tie rod off i noticed there is alot of fluid in the boot.


Does this mean that the rack has some bad seals or needs replaced????

I know nothing about the rack and have never messed with one before so that would be a project for another day for sure. I do know i have fluid under the entire motor area and have not been able to quite pinpoint where it is coming from. Like always, any help is appreciated.

Yes the end seals in the rack are leaking, time for a reman rack.
