Electrical Issue

I replaced my car battery in June 2009 and again in December 2010; since the new batteries has been installed, I have had electrical issues with my vehicle. The interior and exterior lights flicker and the engine does a humming noise in harmony of the lights (exterior and interior) flickering. Does anyone know the cause of this issue?

Why did you replace the batteries? That type of issue sounds to be an unplanned electrical draw. As mentioned above it could be the alternator. A quick flat rate method to test this is, whicle the vehicle is cold, turn the ignition on, but do not start. Let the vehicle sit for a few minutes and then place your hand on the alternator, if it's warm to the touch then chances are you have an internal regulator issue on the alternator drawing excessive current.
