Talking '05 Dodge Neon will not start

Does any one have any ideas?
My 2005 Dodge neon will not start. The starter doesn't engage, nothing.
The OBDII won't even link with the PCM. I had the PCM rebuilt, and flashed, I pulled the starter and verified it was turning over. I replaced the ignition switch, I checked every wire related to the starting system and they all have continuity. All fuses and relays were checked and are good. Fuse-able link is good. All connections were cleaned and checked. So now I'm officially stumped.
Also as a clue just before this happening all elctronics were going on and off like I had a bad ground. Everything is working now except the ignition system will not turn the start over ar let the OBDII connect to PCM.
Also I did replace the batttery.
Any suggestions?

As an after thought, does anyone think that a bad chip in the key could cause this problem???

This post is pretty old, so you may have solved it already.

Yes, a bad/malfunctioning chip could cause all sorts of problems.

You mentioned bad ground, and that you checked continuity, fuses, relays, and the new battery.

What about the connection of the terminals to the battery cables? Clean them well, and attach them securely. Another thought: Is the ground attached to the engine block as well? The starter gets it's ground that way, and if the engine is not grounded, everything else could be perfect, and it still won't work.

One more check: If you could have a friend try to start the car, verify with a voltmeter that you are getting all the power needed at the starter.
