2001 3500 Van Starter runs on

Starter starts turning as soon as key hits on position. This van has recently had a melting of the relays. They were all replaced and has been running fine for months. We replaced the ignition switch and starter. It still continues to crank until I remove the starter relay. Any suggestions? Thanks

Obviously there is a short in the wiring harness, possibly at or near the starter relay socket.
