1999 Honda Civic Help!

hey guys im a 15 year old guy who is getting his blue slip soon, and im going to recieve my dads old honda civic ex 2 door coupe manual. it has been sitting outside his apartment for about 1 and a half years in all weather conditions. as far as we know it needs gas and a new battery. we called up a mechanic to ask aobut some problems the car might have from sitting there. he said that the gas and oil could have gone bad and ruined the engine. and it will cost 500 dollars to tow it and look it it. im asking what could possibly be wrong with the car, and if there are any honda mechanics reading this how can i get this car on the road again in a working order the cheapest way possible? thank you so much

I would do a tune up such as change oil, spark plugs, distributor cap and rotor, spark plug wires, air filter, fuel filter. They make gas stabilizer that you can add to the current fuel just in case it has gone a lil bad. Either that or drain the tank as there is a drain plug and put all new gas in it.
