'00 Accord A/T - Doesn't Shift When Cold

Hi
My father's Accord shifts with some hesitation when it's cold. Once it warms up, seems to shift OK. Cold, it sorta hesitates to shift or gets a bit hung up during a shift if going around a corner. Engine kind of over-revs then shifts

He says he had someone run codes on it some time ago showng a tranny issue. Don't know exactly what.

Any input on culprit, cost, etc...

What are the conditions of the ATF? Any service for tranny fluid in the past?
