Only if the thread was flamatory or very offensive would we need to take that extra measure. I personally remove spam and flamatory or offensive material. Sometimes a thread just needs to be closed so that no more posts can be added. If we did what you suggested, AF would drop threads dramatically. Not all threads are necessarily bad though.
