The CAI really increases hp (more than the POP charger) due to the length of the pipe (thereby more air flow). The air temperature in the thermal efficiency of the engine is very important - a couple of degrees can make a big difference. However, tests have shown that the intake temp of the air with a normal POP charger is suprisingly close to ambient.
The real difference between the CAI and the POP charger is therefore due to the length of the arm. Keep as much curves out as possible - if you can't avoid them, make the radius of curvature as big as you can. I would definitely go with the CAI - so long as you aren't going to be driving through any floods. The hp gains are about 7 - that's realistically about 3-4 more than the POP charger. I personally was gonna go with the Cattman CAI, but due to where I work (I may have some floods to trek through!), I opted to go with probably an HKS setup. Quote:

If you drive smart, you shouldn't have anything to worry about. I'm not sure how El Monte gets, but here in Tucson (and Phoenix) there are some nasty monsoon storms in the summer, where we get a TON of rain really fast. The roads will flood, and there are puddles and stuff, but i just avoid the really deep stuff, and drive cautiously through any standing water. The water has to be pretty high to get your full filter submerged, probalby up to about the half way mark on your bumper. Hope this helps.
