Not sure of the exact differences, but I would guess different monitoring emissions on the ECU's part, and different maps that deal with the emissions. Physically the difference is the location of one of the plugs. Here you can see the diff...

not much ricochet, there were small upgrades to devices and the ecu's ability to control them, enough of an upgrade to warrant the 'b', but not enough to warrant OBDIII.
