Window Problem - Lumina 1997

The power window on the driver side is not going down. All other windows are working well. Should I just change the Circuit breaker "C"?

I have had the same problem with my 93 Lumina APV for a couple of years now - the power windows work intermittently. I have to press the up button about a couple of dozen times, and it will go up about .5 to about 1.5 inches at a time until if finally closes. Would love to snip that grey wire you mentioned - how do I go about finding it?
