1990 Mercury Sable power window problems

My sable's windows will not work, nor will the power seats and door locks. I've been told they run off of one relay but I can't find it. Where is it located? Is it under the passenger side dashboard behind the kick panel?

I'd use a voltage tester on the fuse and circuit breaker in the diagram. The voltage for the circuit breaker is hot all the time. I believe the voltage for the fuse, goes hot when you turn on the key.
