I would also have to recommend talking with Redneck383, his car is similiar to what you are looking for.
Anyway, if you define "good hp" as "alot" without being crazy undrivable then you'll probably want to stop at 300-400 hp. After that the boost levels and power output create alot of wear and tear on the engine and drive train. Getting that power out of an RB25 is pretty easy, running a stock engine and turbo at 15 psi of boost with a good intake and exhaust set up should make something in the mid 300hp range. Given the light weight of the 240Z, that would be a very fast car and at the same time, an easy to drive and maintain car. Doing the same 15psi, intake and exhaust upgrades with SR20 should net somewhere in the high 200hp range. Note: I'm not really up on either engine so don't take those as good hard numbers.

I want to build a car that has a motor with good hp. I want to make around 350 or 420hp..but i dont kno which motor is good. Im considering available parts, maintenance, fabrication, and money for swap.

My car has 252whp.
Or about 300hp at the crank. Sunday I drove 264 miles on the highway, a slight bit of city driving and one quick burn out for a friend. Only took 9.3 gallons to fill up. That's 28.4mpg average. And Cruising at anywhere from 70-80mph depending on traffic. She's got the performance of a Corvette Z06 (power to weight wise) and the milege of a shitbox 4 banger if you keep your 'effin foot out of it. But still handles like a Buick, soon that'll be fixed. I bought my SR20DET off of Ebay, for $1900 plus $300 in shipping from Canada Eh. $2200. Plus $2500 in parts, and $2200 in labor and custom fabrication. About $6900. I don't remember the exact total, but it was around there. Fun cars stock, even funner when you throw money at them. Contact Alex @ www.VildiniMotorsport.com for any further questions. And to answer your question, yes, that is what a lot of people do, they make RB30DET/TT out of an RB30E block, and RB26DETT heads... Its about $5,000 after its all said and done, unless you have damn good skills, or damn good sources. But it is very possible. And would be a nasty engine to put in a Zed of any year. Nope.
No A/C, No PowerSteering, No Heater, No Radio. Just the bare essentials to going fast. And it doesn't matter if the SR20s or RBs are put into an older Z like mine. It's smog exempt, so who cares?

If i decide to go and just work on the L28, is it better than doing a swap with a RB or the SR? Or am i just wasting my time by trying to make the L28 better?

The L-series, which ever you get, can be made pretty potent.
But if you're looking for ultimate performance, and good street ability, swapping in something else is the key. Something about giving a Z dual cams... fuel injection... and a turbo makes it a whole different beast. Fun stuff.
