The specialists are part of the military. As for the being busy.. they are specialists, meaning only a few of them know what they know. If the vast majority of the population of the military knew what they knew, it would be handled. As for calling that incompetence, I would say it's more like efficiency. Do you, milliardo, have the job skills to do every basic job in the world? No? Fine, you are incompetent. I'm not flaming, just going by your logic.
By the way, the media has covered many of the stories about a chem plant supposedly being a WMD plant, and has corrected itself. Mainly because specialists have come in and examined what was going on.
