Engine not rotating with key

2010 terrain 2.4L it had a engine swap after sitting for a year. Tried to start had to reprogram key kept saying security. Did the key on engine off 3 intervals. Security light went away but engine doesn't rotate and no sound of fuel pump. If you jump starter relay the engine will rotate. Any ideas? Nothing appears unplugged or forgotten like grounds etc.. thanks in advanced for any suggestions

Wound up being corrosion on back side of fuse block under hood.. incase someone else has a similar issue

Thanks for the update and feedback.

The UEC (fuse/relay panel) corrosion, oxidation, and marginal contact problem is not limited to the Terrain. The complete Lambda platform and some trucks have experienced the same issue. It's been happening on some models since the 1990s.

Apparently, solder is just far too expensive to use in constructing critical electrical components.
