It would probably be easier if you were to post pictures of what wires you are referring to as well as identifying the colors if that's not obvious from the photo. Are you certain the loose wires are factory versus something maybe added by a previous owner? Is there a connector at the end of the loose wires? If so, they may be for an option your RAV4 does not have such as fog or driving lights.

See what is attached to the corresponding wires on the right side of the front bumper/fender, or are there free wires there also.

Have you had the vehicle since new? Is there any record of an accident in that corner? Does the Tire Pressure Monitoring System (TPMS) work? You might consider stopping by the dealership with that photo and asking them the purpose of that harness. Did you unwrap a bunch of tape from that harness and remove the connector housing, or is this exactly how you found it, with exposed terminals and all?
