Unhappy 1993 Blazer problem with brake system

Yesterday I had to slam on my brakes. The left wheel locked up and the truck slid a little. Now anytime I apply the brakes the left wheel seems to lock up after I depress the brake pedal half way and I hear a whining sounds like a motor turned on. Is it the ABS System? and where is the fuse located for the ABS? is it in the fuse panel or under the hood?

I appreciate any help anyone would provide

pull off the wheels and check the brake calipers . could be the caliper/pads/rotor etc are defective.

if the wheel locks up the ABS should come on...

could very well be a broken rotor.
