Could missing fuel neck flapper cause engine check light to come on?

My mechanic can't figure out what is causing my engine check light to keep coming on..I had the car in for repair for clucking noises in back...he replaced rack and pinion and front sway bar...asked him about missing flap on fuel neck now car wont pass inspection...My theory is the missing flap to the fuel tank is creating the engine light to come on therefore not passing emissions...
I have to bring the car back for them to test it all day again....
Back end is still clunking when backing up...sway bar and rack and pinion didn't correct clunking in back..

spent about 900 on front end repairs when problem still exists in back..

first of all i would take it back and make them fix it and if your a female like i tell others take a man with you that no's a little about cars they pray on people that don't know much about cars and older people two. this gives us mechanic's a bad name. and about your gas flap i know if you don't have right gas cap on it the check engine lite will come on.

What's the year, make, miles?
1) Have the local Auto Parts store pull the DTC for free, it's causing the check engine light.
2) Come back to AF with the DTC.

If by fuel flap you mean the piece the gas pump nozzle pushes aside as you insert it into the fuel filler neck, no, being missing in itself shouldn't cause a problem.

However, if whatever caused the flap to be "missing" has somehow caused the gas cap to not seat properly, that would cause an emissions error code. A defective cap or the cap simply not being screwed on tight would do it also.
