911 -1995 chevy suburban Key wont turn back all the way!!!911

Hello thanks for taking the time to read this.
1995 suburban...
The owner brought the truck to me asking me to fix the ignition key (You could start truck with out the key-Key didn go all the way back to off)

I said yes sure thing....
The old switch had been busted up soo i got her a new one with a new key for 10$....I got the new one in but it to will not go all the way back as well and the key will not come out....
The old switch you could take the key in and out all day....it would not go back all the way even with the key in it....

What in the world am i doing wrong???
And yes iv made sure its in park good iv tried holding the brake as well....I think maybe something to do with gear shift sensor or soo....
She did tell me that they cut SOME KINDA WIRES TO MAKE IT WORK WITH OUT THE KEY....
