2000 buick regal ls wont start

i have a 2000 buick regal ls 3.8L ti ran out of gas, and i put about 7 gallons in the tank and changed the fuel filter and it still wouldnt start, it just turned over, also tried putting starter fluid into the intake, and it ran for a few second but then shut off. i ketp trying to start it and nothing, finally i turned the key and i got nothing, just a click sound near the dash, i thought i killed the batter, so i charged it up and still just a click sound near the dash, also the dash lights dim when i turn the key and everything go off, while turning the key, i thought i needed a new battery so i got one, still nothing. help guys im lost with this one

Check fuel pressure at the front fuel rail at the Schrader valve. At least 42 psi. Does the fuel pump prime for 2 seconds at ignition to ON and are you still getting the electrical problem?
