How does a 99-04 Mustang GT have more power than a 2004 up P71?

The engines look very alike although the intake plenum faces the right of the mustang as to facing the left on the crown vic. Both engines redline at 5750rpm the Compression Ratio on the P71 is 9.4:1 and the GT is 9.0:1 lower than the P71.

2004-2010 Crown Victoria Police Interceptor P71 Horsepower: 250 @ 5000rpm Torque: 297 @ 4000rpm
1999-2004 Mustang GT____________________Horsepower: 260 @ 5250rpm Torque: 302 @ 4000rpm
