cat is short for catalytic converter. its a piece in the exhaust system that just burns up extra stuff that gets missed during combustion, so that it isnt released into the atmosphere.

the hub-centerline thing is pretty simple. the hub is the part that bolts on to the wheel studs. the centerline is just what it sounds like, the middle of the wheel (like width-wise). thusly a low offset would mean that the hub is closer to the centerline. i hate to bring it up but a good example is the rx7 in tokyo drift. a high offset is what the TT guys need to get past the calipers. got it? the rims that you had on that link should fit fine. if you need to see it, here is a pretty good diagram. the 'bolt circle' is the hub. those rims had a positive 35mm offset, so the hub is 35mm forward of the centerline. a negative offset would mean the hub is behind the centerline leaving a huge lip. like that rx7.

as for the TT exhaust,

well they can be had pretty cheaply. i got mine from IPS and their base price is around $300. mine ended up being closer to 6 but thats just cuz of the HKS canister. that stuffs pricey. i'm not sure if they make em for the NA's though, but i'm sure you could get one customed up. the only difference would be the pipe diameter.
