I don't think it would be considered OEM, only because your car didn't come with it from the factory.
If you're looking for new 99 conversion parts, let me know, we can get them cheaper than just about anyone else. If you're looking for used stock parts, let me know, I have them sitting around the shop also We also have a body guy here in the shop with a paint booth of sorts to do all the work... one stop shopping. lol ![]() Personally... I'd go with OEM because of the price, and pocket the left over money. I'm not really a huge fan of the 99 front bumper, it's nice, but I like the 97 style front bumper better.

OEM: Original Equipment Manufacturer
The 99 parts are made by the same company that made the original parts, and they came on a different model year of the same car. I would consider it OEM, just not original parts for that car. Like putting a TT 2nd gen motor in 1st gen NA car, its still OEM. Basically my view is, if I order it from a dealer its OEM.

A few "bolt on" mods, a couple "cut, smash, hammer, weld, etc" mods, and a couple "why the hell do I need this/what the hell is this" weight reductions. |
