no, its a flaking of the clear problem. You could however use some new finish as an additional step to teh resotoration.

wait, a flaking of the clearcoat? so the nu finish stratch remover/clear coat remover wouldn't work for what I have? I'm just questionable of what a flaking actually means. because are the pictures that I posted on here looking like flaking? I'm unsure, as to what just the flaking is. and after I'm done this process, seems only natural that I'd want to polish up the rest of the car to make it all nice and spiffy again.

Yes that is most definitely clear coat flake on the headlight. The only way to fix it is to wetsand and polish it as per the link I posted.
