Any reason one is better than the other?

a chain is generally more reliable as they're strong, but they can snap. the truth is on a well-maintained car you should never have a problem with either.
chains need oil, and they always chuck up and deposit it at the top of the chain cover. belts don't need oil.

I had a bad experience with belts in a 94 Probe so I say whoohoo to the chain in my 96 riviera. Belts do wrip but for a chain its very unlikely. However its more problematic to replace.
