SCCA racers actually run 14" on first gen neons with 205/60 -14 tires. The 1st Gen R/T's pull .85G's on the skid pad right off the showroom floor with junk Goodyear 185/65 -14 tires. So you don't need large wheels to handle well, you need a well tuned suspension first.
17" and 18" wheels do look nice and with this large of wheel, everyone will have plenty of time to check them out while you try to get your Neon rolling.
we put my buddies rims on my car, and it didn't realy slow my car down at all...i didn't notice any difference.., and my car was stock with them.., it just looked kinda weird because my car wasn't lowered, and there was a huge wheel gap..
