I've seen a Celica GT-S beat a V8 Camaro and my friend admitted losting once to a Nitrous boosted Honda Civic.
It is effective to beat anyone if the conditions are right.

i.."lost" to a turbo-ed eclipse....
i dont know if it was a "fair" race cuz he passed me going ~50 and i was going 20ish.. i didnt catch up to his car
