If you don't want to jump into a turbo kit right away i would suggest some free mods:
Intake
Header
Exhaust
Throttlebody
Cams
Tune (you will need a tune after all that, with all those mods you will run rich)
You forgot the intake manifold. Throttle bodies are generally useless without an intake manifold to pair it with.

Re: 1995 dodge neon

OK to answer a few myths and incorrect statements about neons

All Neons except SRT4's had 2.0 Chrysler engines, there was a DOHC and an SOHC version.

Yes, the DOHC engine is a 420A, however its backwards compared to the one in the DSM/Avenger

Yes, you can run 14's all motor on stock internals on a DOHC neon, my friend did it, you just need bolt ons, really sticky tires, and really good weather.

A 4G63 would be a nearly impossible swap.

Yes, a throttle body alone DOES make a difference on the neon since Automatic DOHC neons came with a larger TB than Manual ones using the same manifold (no clue why, but its a VERY common mod).
