Correct me if I'm wrong but:

The race car is drawn sharp, only the ground is not sharp and has speedlines. If the exposure time is very small, there are no speedlines at all.
That tells me that the camera is focussed on the car and is moving with the car. The speedlines are therefore caused by the cameras slightly different motion, but not not by the speed of the car.

The other way round, if the street is focussed, the car has speedlines and they would define the cars direction.

Hmm. Interesting somehow.
