Emmissions can be passed but it is the visual inspection that is the problem. From what I hear, if the referee inspects the car and finds that the motor that is in the car is not the original motor, a replacement of the same year or newer, or one that came standard in that car than it will not pass. However, there are some exceptions. You can go to the referee prior to inspection and have your jdm motor legalized. They will make sure all the emmissions equipment is operational and then will give you a sticker with a number on it legalizing your motor. There was an article about this on the hybrid page a while back.
 I don't live in california so for anyone who does feel free to correct me.

kinda dumb. in ohio you have to have a same or newer engine, that's about it. glad they don't check

same in pennsylvania. I passed my zc with the Si ecu very easily. My car is a 91 and I even had an 89 ZC so you know they don't really check here.
