I sanded my leather, so I imagine you can do the same with vinyl...just use 300 to 600 grit paper and wipe it clean with rubbing alcohol until you see no more residue coming off on the towel...I used the krylon fusion which is supposed to be for plastic on my leather shift boot...its been on there a while and its holding up really good...
