Tahoe Factory Fender Flare Removal

The fender flares on my 99 Tahoe Sport are showing a lot of wear and I wanted to pull them off to prep them for a re-spray. The only problem is that I can't get them off the truck.

I have pulled the sheet metal screws out and used a heat gun on the top of the flare (I was under the assumption trip adhesive was used up there), but it looks like the top of the flare is somehow affixed to the body. Did GM actually drill the body panels for attachment of the flares?

They really look like crap and I want to get them off without damaging anything. Any suggestions?
