where do i get those numbers from? should he have them from when he had all that stuff installed and dynoed? or will i have to take it somewhere and pay to have that done?

You can get a compression tester at any autoparts store for $20. Leakdown is a little more involved. You'd probably have to take it to a shop.

i agree u should get the tests done, but 10 psi isn't unheard of on a stock ls bottom end.
they're known to handle 10-12 daily and withstand the boost, but i do agree its a bit odd that he would spend all that money on other things w/ out building it at all. be cautious bout this one buddy, if its already turbo'd, then it's prolly already been beaten to death.
