Most states have a law stating the owner is responsible for their vehicle. In other words, all they need is a plate, and no matter what you claim (loaned it to a friend, etc) you're still on the hook.

As far as raising the speed limits, I believe they throw the top and bottom 10-20% out, average the middle, and then there are still state laws governing proper speed limits depending on the road type.

one time me and my step dad were driving to new mexico and we saw one of those on the side of the road and the speed limit was 40mph. We got this idea to see how fast we could get to from where we were at. He hit the gas and when other people would drive by it would simply say something like 42,45 whatever. When we went by it started flashing 72 72 72 72 72 72. It was hilarious.

That is the exact reason that Photo radar is illegal here in Utah there was a huge lawsuit over it and now it is illegal here.

What Unit 5302 said is right. A lot of states have the law that if the vehicle is in your name, then you are the only person responsible for that car, whether someone else had it at the time or not. I had a friend who traded in his '89 Mustang to a dealership, and since the dealership couldn't sell it, they had one of their employees take it to the edge of the city limits and burn it so they could get insurance money. Instead, the cops came to my friends house telling him his car was burned the night before and he had to take care of it, cuz it hadn't been switched into the dealerships name yet. If you are the owner of the car, then you are solely responsible to anything that happens to it.

ARE YOU KIDDING ME? Did this really happen? Holy geez, that is crazy. How do you know that's what the dealership was trying to do?
