'99 T&C instrument cluster problems!

I'm having problems diagnosing this condition; The instrument panel is not functioning at all... no gauges at all and no odometer. Also, my computer diagnostic tool (Snap-On) is unable to communicate with the cluster. I get a "No Communication" message.

I've checked for power in both fused wires and both have above 10 volts. Both CCD bus wires have roughly 2.5 volts. Everything ok there. I've also checked both wires for continuity between the cluster and the BCM. Again, OK.

I'm thinking the problem lies either in the Body Control Module or the cluster itself but i can't definately isolate either one.

There are 2 other posts about this same topic. One was resolved by finding and repairing a broken power wire. That does not apply to me.
The other said he replaced the instrument PC board more than once, but failed to mention if this resolved the problem permanently.

Any help would be appreciated.

BTW.. it's a 3.8 .. AWD... don't know the mileage as the odometer is not working.

Try pulling the IOD (ignition off draw) fuse in the PDC under the hood and reseat the fuse a couple times . We had a problem very similar to this with a 96 Voyager and pulling and reseating this fixed the problem permanently. For some reason the dashes get hung up for some reason . Let us know how you make out ...

I AM TROUBLESHOOTING A SHORT CIRCUIT ASSOCIATED WITH THIS IOD 20A FUSE IN MY 1992 JCLaredo-4.0L. WHAT DOES THIS FUSE/CIRCUIT PROTECT AND WHAT COMPONENTS ARE ASSOCIATED WITH IT? I KNOW FOR A FACT THAT I HAVE A BAD BATTERY.
