Help with Fuel Filter

I have been told that I need to change the fuel filter on my '93 S-10 4.3L. I have no clue of the location of the filter. Is it in the engine compartment or is it along the rail between the tank and engine compartment. I got water in the fuel line and now the engine will not start. I was told that once the filter gets water in it, it really needs to be replaced.

Look under your seat, on the frame. That is where it should be, drivers side between the tank and the motor

It's on the frame on the drivers side on top about 3 feet from the ass end...
