97 cutlass supreme running hot

I am thinking about buying this car, but it is running hot. The needle on the temp gauge is almost staight up on the H. After looking under the hood, I noticed that the top hose from the thermostat to the radiator had nothing in it. No water flow. The hose had no pressure at all. I could squeeze the hose flat with two fingers. Since I had test driven this car for about 20 minutes, the water temp should have been high enough to have opened the thermostat. The owner of the car told me that he thinks the temp gauge is bad since it has shown to be running hot, but never gave him any problems. He aslo told me that he had replaced the water pump recently and the thermostat.
Any thoughts on why there is no water flow? Other than this the car is in good shape. Runs good, drives good and everything works. Just seems to be running hot. One last thing, I did notice that the windsheild fogged up badly after the car was shut off. Thanks in advance for any thoughts and suggestions.
