1.4 carb settings

I've a Clio Fidgi for my sins, and want toalter the settings on the carb (it's not injected) as it runns very rich. How do I know? Its starts even in very cold weather without the choke and seems to use lots of fuel. Are there any basic settings anyone can let me have as apoint to stert from?

Tell me what type of carb is . Maybe serial number

It's a weber twin chike carb, NOT a Solex as might be expected, but never the less a standard fit on this particuler model. Sorry can't get a serial no. But will do if imporatnt. Pleae advse.
