Alarm Going Crazy!

I have a 96 Explorer, Eddie Bauer Edition. The problem is that I think my little brother tried to disable the alarm by playing with the button under the dash. I bought the truck with an auto-starter already in it. The FCC ID on the remote is m65nvt421. Anyway, the parking lights, tail lights, and dashboard lights keep blinking. When the truck is running, the lights don't blink but there is a blinking sound. So my brother pulled out the fuse. Now I cant start the truck or lock/unlock the doors with the remote. How do I get it back to the way it was?
