2005 starting issue

Our 2005 Cavalier has trouble starting. Once its started its usually okay [yesterday it died twice] we dont know exactly what is wrong with it, we think its the little box under the hood that has fuses. But when you first turn the key over it "whines" a little and we have to try to start it a few times before it will start sometimes it starts on the first turn sometimes its the 5th time. What is wrong with it? How much does it generally cost to fix it? Thank you so much!
