2004 gmc envoy xuv tailgate wont open

i tried all the relays they all work, the tailgate will not open either way swinging open nor down. i tried the reset it says in the owners manual with no luck. i would appreciate any help on where to look next or what to do please.

Did you ever get this fixed? My tailgate window will operate normally as well as the roof, I'm not getting any messages in the DIC, when I try to push the button to open the tailgate I just hear a click, (similar when you click on the yellow tailgate button on the back). I'm not sure what is going on here.
