Re: carb is running to lean
assuming the vehicle is in otherwise good working order,,,,first check to make Shure all vacuum lines on carb/ intake manifold ,and where they connect to are good shape/ not cracked / broken /collapsed/replace if necessary , next make a heavy solution of dish soap and water/ spray around intake manifold and base of carb/ if this seems to make the engine run different you have a intake or base gasket leak /replace gaskets as necessary,,,,,,,,if all is good 1st check timing then find fuel/air mixture screw turn in until engine just starts to drop,,,,,,then turn out just till engine smooth's out then an extra 1/8 to 1/4 turn out you should be in the ball park/ also as a trick most states say you have to have a smog pump they don't say it has to work /if after doing as indicated you still don't pass take the smog belt off and try again/ if it still doesn't pass by just a little bit then go on a really nasty day/ Rainy weather ) will make it run richer

You can also try putting some carb cleaner in the bowls and see if that cleans out the jets.
