what's wrong with my turbo?

hi guys, i'm a newby on this site and need your help badly. i just recently installed my slowboyracing garrett gt-30r-12 turbo on my wrx. after that, i went to Harman Motive to get it tuned. the prolem is, the turbo would not hold boost and it would spike like crazy. they installed a ebc controller to control the boost and it worked, but the tubo would not boost beyond 15psi. they tried to make it boost to 18psi and hold it there, but they couldn't. the tuner thinks, it might be the wastegate actuator and that i needed a new one. others are telling me the turbo is too big for the 2.0 to spool it. they also told me the turbo will spool better on an sti, which is a 2.5. what is wrong wiht my turbo? my dynoed #s are 276whp and 260lbs of tq at 15psi. it wouldn't go any farther than 15psi.

What's the rating on the turbo?

You must have some sort of specs on the unit since you bought it?

the rating is for 500hp. the turbo is from slowboyracing. the owner told me to adjust the wastegate actuator, which i don't know how. that's when the boost will climb to where i wanted.
