Smile 95 Jetta-III Questions

I've couple of questions for my '95 Jetta (my first german car, rest all are japanese). It had very low mileage when I purchased it in 2004 (only 20K miles) which is good and could be bad because of short and infrequent driving. Anyway, I've following issues and also a question:
1. It's cruise control doesn't work properly, once you set it, can't shut it off unless pressed hard on brakes and the off switch doesn't work. Also, doesn't maintain speed and after some time it starts accelerating on its own.
2. Couple of times had problem with windows stopping half way. This went away and haven't seen it for over a year now but still a concern.
3. It's mileage is poor (best 24 combined but mostly highway). I had complete fuel system clean done by my mechanic that removes all the sludge etc. That improved performance as well as mileage. Before it was around 22mpg combined). Is this expected because of the age and infrequest driving by previous owner?
4. I had put 205/60-14 tires (michelin XGT-H4) but had bad experience with them (in less than a year front ones wore out completely, had my mechanic check everything, realign etc. but no luck). Now switched back to original size 195/60-14 (this time with bridgestone) but only front two. Rear are still 205/60-14 (have another summer on it). I was told this shouldn't be a problem, but still throwing out this question in the forum.

1- pretty sure the cruise module is bad

2- window motors fail alot on these for that problem, if its not happening, dont replace it

3- replace the fuel filter if you already havent. also do a tune up with new plugs, wires, cap and rotor. also have the timing belt replaced (its for 11yrs on the original !)

Thank you for responding. Plugs and filter is changed. Will also change wires, dist and cap. I was hoping to wait a while for timing belt but will take care of that as well. Not worth taking a chance on timing belt.

Regarding the tire issue...the XGTs are great for traction...stick to the road like glue but yes they wear out quick. I had a set of Pilot XGTs on my daughter's 95 Jetta and the front tires were finished in 15K miles. Unless you are using the car for racing a better choice is the BFG Touring TAs.

Need to change the timing belt!
